Town Background: The background of the Town will be traced <br />from its beginning through incorporation to its present status <br />of seeking funds for construction. A summary of the state <br />laws under which the Town was incorporated wi 11 be provided. <br />The summary shall include particularly the Town's right of <br />eminent domain, its taxing authority, its power to enter into <br />Contracts, and its authority to vest title to the project <br />with the Colorado Water Conservation Board. The Town shall <br />provide an account of its income and expenditures and they <br />will be provided within the report. The 1976 audit will be <br />included in the Appendix. The existing water supply and <br />distribution system shall be described and a history of the <br />system shall be included. <br /> <br />3. Existing and Potential Land Development: A service area map <br />shall be provided as outlined in Section I of the report, <br />which shall show the extent of existing development. An <br />estimate will be made of the potential development in the <br />area, and incorporated into the overall design of project <br />facilities, Service to the ultimate development area will <br />be discussed as well as the effect of the project on land <br />development in the area. <br /> <br />4. Water Supply and Utilization: Design requirements for water <br />supply will be developed including the maximum hourly, daily, <br />weekly and monthly use, both for existing development and <br />ultimate projections. Any points of water loss wi 11 be <br />estimated and included. The physical availability of surface <br />water will be discussed using stream gage records and extra- <br />polating them to the study area locations. The groundwater <br />available will be estimated including a projection of future <br />pumping levels and replenishment characteristics. The ground- <br />water investigation will include additional evaluation as <br />required by the CWCB staff. Water rights will be investiga- <br />ted for Basa It, both from a I ega I ,3va 11 ab i I i ty ,bas i s and an <br />actual implementation strategy. The water rights available <br />will be listed along with priority date and the acquisition <br />and implementation developed showing the probable yield of <br />each right that is planned to be acquired. The yields will <br />then be compared to a summary of water requirements to show <br />how supply meets the requirements. The existing physical <br />and chemical quality of both surface supply and ground water <br />will be investigated and discussed, particularly for those <br />parameters requiring treatment for domestic consumption. <br />
