Clyde Consultants <br /> <br />7.0 <br />PROJECT EVALUATION <br /> <br />7.1 GENERAL <br /> <br />Douglas Dam and Reservoir cannot be utilized as a water storage facility in its present <br />condition. Because of deficiencies in the embankment and the spillway, Douglas Dam <br />also poses a safety hazard to the area surrounding the reservoir including the City of <br />Fort Collins. Rehabilitation construction of the dam emhankment and the spillway <br />needs he performed or the dam should be hreached. Therefore, the "no-action" <br />alternative is not an option. Costs are associated with both rehabilitation or breaching <br />of the dam. Several options were evaluated for Douglas Dam and one was selected <br />based on a cost benefit analysis of the value of the Douglas Reservoir water and the <br />purposes it serves. <br /> <br />Several different concepts for rehabilitation of the dam embankment were evaluated and <br />construction costs estimates were developed. The dam breaching option was not <br />thoroughly examined since it was felt that this option would require a substantial amount <br />of additional studies before a reasonable cost estimate could be developed. The <br />breaching concept includes not only the construction considerations but also wetlands <br />replacement, flood routing re-evaluation and development of alternative sources of water <br />to replace the storage lost by removing Douglas Dam. Costs associated with the <br />. breaching option could easily exceed the costs of any of the rehabilitation options. <br /> <br />Each of the rehabilitation alternatives enables safe operation of Douglas Dam and <br />Reservoir. Each of the options would most likely allow continued operation of the dam <br />through the length of the loan repayment period. While engineering considerations may <br />favor the third alternative more than the others, a financial evaluation was also <br />conducted to compare the costs of rehabilitation for each of the options to the value of <br />the Douglas Reservoir water. <br /> <br />The value of Douglas Reservoir water may be estimated by evaluating the potential <br />economic effects of eliminating (without replacement) this water from the Windsor <br /> <br />21539GjDOUGLAS.DAM 12-18-90jREPORTS3 34 <br />
