<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Woodward.Clyde ConsuRants <br /> <br />PROJECT SUMMARY <br /> <br />Douglas Dam is an earth embankment with a crest length of about 3700 feet, a crest <br />width of 20 feet and maximum dam height of about 39 feet. At gage height 30 feet the <br />reservoir stores 8,834 acre-feet of water. Douglas Dam is located in Larimer County on <br />Dry Creek, which is a tributary to Cache LaPoudre River, and stores water that is <br />administered by the Windsor Reservoir and Canal Company for irrigation use. <br /> <br />In the late spring of 1990 seepage developed on the downstream slope of Douglas Dam <br />immediately above the outlet works. A sand blanket drain/buttress was constructed <br />immediately and the reservoir was drawn down. A restriction has not been officially <br />issued by the Colorado State Engineer's Office because the reservoir has been emptied. <br />Imposition of an operating restriction, however, is anticipated if filling of Douglas <br />Reservoir is attempted before the dam is rehabilitated. In addition, Colorado State <br />Engineer Office reports and the U.S. Army Corps of Engineer's Phase I Inspection <br />report have stated the need to modify Douglas Dam to provide adequate spillway <br />capacity to pass the 75% PMP flood. During the summer of 1990 Windsor Reservoir <br />and Canal Company made the decision to proceed with rehabilitation construction of <br />Douglas Dam to resolve the seepage condition and the spillway deficiency. <br /> <br />Woodward-Clyde Consultants was selected by Windsor Reservoir and Canal Company <br />to conduct a geotechnical investigation of Douglas Dam, to perform a feasibility study <br />and write a report for submittal to the Colorado Water Conservation Board, to <br />formulate designs for rehabilitation of Douglas Dam embankment and spillway and to <br />produce plans and specifications for rehabilitation construction. Work on the <br />geotechnical investigation and the feasibility study was initiated concurrently in early <br />October 1990. <br /> <br />The feasibility study began with review of existing information on Douglas Dam and the <br />service area. Background information on Windsor Reservoir and Canal company's <br />history, laws, physical assets and financial status was collected and is presented in the <br />feasibility report. An examination of the Windsor Reservoir and Canal Company system <br />revealed Douglas Dam provides about 15% of the total system's or 4,600 acre-feet of <br /> <br />22539G/DOUGLAS.DAM 12-17-90IREPORTS3 <br /> <br />1 <br />
