I expect that you will want to make sub- <br />stantial changes in this material "S you weave it into your amended <br />terms of reference to Tudor. I st"nd ready to discuss it with you and <br />to assist you in any other way possible in this regard. <br /> <br />Also enclosed is a copy of the Martin-Ingram paper which I mentioned <br />on the phone and, for your files, three copies of the water and growth <br />paper based upon the work earlier !>upported by DNR. You may be interested <br />to learn that Ray Anderson has submitted to the Water Resources Bulletin <br />as a discussion of this paper the substance of his earlier letter to you <br />reviewing the water and growth report.
