Colorado 80302. <br />hereinafter referred to as the contractor, <br /> <br />WHEREAS, authority exists in the Law and Funds have ~n bud~ted. appropriated and otherwise made <br />available and a sufficient unencumbered balance thereof remains a(!tble for~yment in Fund Number 4 008 , <br />elL Account Number 5] 007 . Contract Encumbnmce Number ~~ ~7'{and <br />ABL Account Number 11000, Org. Unit 77-77-777, <br />WHEREAS. required approval, clearance and coordination has been accomplished from and with appropriate <br />agencies; and <br /> <br />WHEREAS, the State of Colorado is conducting feasibili ty <br />studies pursuant to the authorization specified in Senate Bill <br />439, 1981 Session, on Una Reservoir, the Cache la Poudre <br />Project, Hardin Dam and Yellow Jacket Dam; and <br /> <br />WHEREAS, the above-stated feasibility reports are being <br />conducted by four consulting engineering firms currently under <br />contract to the State to provide the' engineering and economic <br />report on these four projects; and <br /> <br />WHEREAS, the State must submit its recommendations to the <br />General Assembly as these feasibility reports pertain to the. <br />value of constructing these projects; and <br /> <br />WHEREAS, it is desirable to evaluate these reports on a <br />uniform evaluation procedure on all four projects under study <br />in order that a meaningful comparison may be made for the <br />decision making process; <br /> <br />WHEREAS, the Contractor provided the economic assessment <br />for the South platte River Basin Assessment and established <br />therein a methodology and data base in consultation with the <br />State; and <br /> <br />WHEREAS, it is in the interest of the State to assure <br />consistency and comparability in economic analysis of water <br />development alternatives; and <br /> <br />WHEREAS, the Contractor by virtue of its previous <br />experience could provide this consistency and comparability of <br />analysiS, thereby making it uniquely qualified; <br /> <br />NOW THEREFORE, IT IS HEREBY AGREED THAT <br /> <br />1. The Contractor shall: <br /> <br />a. Prepare general guidance on benefit and cost <br />estimation methodologies to be used in the four <br />studies, including recommendations on standard <br />discount rates, interest rates assessment and payback <br />periods, and other factors needed for standarized <br />economic investigations. <br /> <br />b. Perform periodic reviews of the work prOducts <br />resulting from economic 'and financial elements of the <br />studies to assure consistency with guidelines and the <br />adequacy of the analyses. <br /> <br />c. Review final draft reports for comparability of <br />analytical methods and the accuracy and usefulness of <br />the results.
