<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The length of time to obtain this permit will depend on the detail required <br />to complete the environmental studies and the amount of opposition that <br />surfaces. Based on these uncertainties, a permit application should be <br />submitted as soon as possible. <br /> <br />The funding for the project should be applied for as soon as possible. <br />An application requesting funds should be submitted to CWCB, if their funds <br />are to be used. An application for the sale of revenue bonds by the <br />Authority should also proceed. <br /> <br />I <br /> <br />Pagosa Springs should continue to solicit support from other potential <br />water users who were contacted during the course of this study. A larger <br />reservoir at the Snowball Creek dam site would reduce the cost per <br />acre-foot of storage and help offset the pipeline and land acquisition <br /> <br />costs. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Negotiations should commence with the private land owners for the land <br />and right-of-way required for the dam, the reservoir basin, the access road <br />and the canal. <br /> <br />The water supply for the proposed Snowball Reservoir depends on <br />transfering the 30.00 cfs direct flow right on Snowball Ditch and at least <br />2,900 acre-feet of the West Fork Reservoir water right to the proj ect. <br />These water rights are owned by the Southwest Water Conservation District. <br />Pagosa Springs should request the transfer of these rights. <br /> <br />Before final design of the dam and appurtenances can begin, more <br />geotechnical work will be required to better define the design parameters. <br />Additional holes should be drilled along the dam axis, spillway alignment <br />and pipeline route. Test pits within the reservoir basin and along the <br />spillway should be excavated in search of borrow materials. Riprap and <br />gravel sources closer to the dam site also should be investigated. <br /> <br />The final stage of planning will be the preparation of plans and <br />specifications for the dam and appurtenances and submittal of this <br />information to the Forest Service and State Engineer for approval. <br /> <br />7-3 <br />
