I
I
I
I
I
I
I

The historic average annual flows into the Navajo Reservoir at the
Colorado stateline are as follows:

San Juan near Carracas ................
Piedra at Piedra .......................
Los Pinos at La Boca ..................
Total

158,700
275,300
420,900
854,900 Acre-Feet

Colorado's average annual delivery requirement from the three rivers
will be a maximum of 525,000 acre-feet minus New Mexico's contributions if
the following assumptions hold true:

1. All of New Mexico's projected depletions for the year 2020 are
on line.

I
I
I
I
I
I
I
I
I
I
I
I

2. Total Upper Colorado River Basin yield is sufficient to allow
these depletions within New Mexico's allocation.

3. All depletions with the exception of Animas-LaPlata, San
Juan-Chama and New Mexico's share of storage unit depletion come
from Navajo Reservoir.

The apparent surplus delivery to New Mexico under these assumptions
is 329,900 acre-feet per year under the current level of depletions. If
New Mexico's contributions were included, the surplus would probably
approach 400,000 acre-feet. The total of adjudicated conditional water
rights on the San Juan River senior to the 1967 diversion and storage
right proposed for the Turkey Creek Project are about 250 cfs of direct
diversion plus 25,000 acre-feet of storage. If these adjudicated rights
plus the assumed allowance for Indian rights are considered to be fully
developed and the over-all consumptive use is considered to be 40 percent
of the adjudicated diversion requirement, the incremental consumptive use
for all conditional rights senior to 1968 would be on the order of 50,000
acre-feet. This compares favorably with the above indicated surplus of
approximately 400,000 acre-feet.

3-9
