Under the so called "Winters Doctrine ,." the Supreme Court has ruled <br />that each reservation of Indian land carries with it, by implication, a <br />reservation of water sufficient to support the purposes for which the <br />reservation was established. In most cases, including those Indian lands <br />adj acent to the San Juan River south of Pagosa Springs, no quantitative <br />determination has been made regarding the potential magnitude of use. <br /> <br />3-7 <br />
