<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 <br /> <br />INTRODUCTION <br /> <br />This feasibility study was authorized in December 1984, by the <br />Colorado Water Resources and Power Development Authority (Authority), in a <br />two step process to examine potential water supplies for the Town of Pagosa <br />Springs. An earlier study entitled, "Preliminary Analysis Regarding the <br />Proposed Turkey Creek Project for the Town of Pagosa Springs", (Western <br />Engineers, Inc., 1984), was completed in May 1984. The preliminary <br />analysis identified two potential reservoir sites. The first part of the <br />feasibility study entitled "Turkey Creek Reconnaissance Study", completed <br />in June 1985, examined potential reservoir sites on Turkey Creek and <br />Snowball Creek. The recommendations and conclusions from the <br />reconnaissance study were used as the basis for this report. <br /> <br />1.2 <br /> <br />PURPOSE AND SCOPE <br /> <br />This report contains detailed evaluations of the water demands and <br />growth projections for Pagosa Springs; water supply and operation analysis <br />for a dam on Snowball Creek; geologic and geotechnical evaluation of the <br />dam site on Snowball Creek; permitting and right-of-way acquisition <br />requirements; feasibility level designs and cost estimates; and an <br />analysis of financing alternatives and repayment schedules. <br /> <br />1.3 <br /> <br />PROJECT SETTING <br /> <br />The project setting was initially described in the reconnaissance <br />study. Excerpts are repeated in the following paragraphs. <br /> <br />1.3.1 <br /> <br />Location <br /> <br />The Town of Pagosa Springs is located on the south side of the San <br />Juan Mountain range at the base of Wolf Creek Pass. Pagosa Springs is in <br />Archuleta County, midway between Durango, 61 miles to the west, and <br />Alamosa, 90 miles to the east. Santa Fe, New Mexico is 125 miles to the <br /> <br />1-1 <br />
