INTRODUCTION

This feasibility study was authorized in December 1984, by the
Colorado Water Resources and Power Development Authority (Authority), in a
two step process to examine potential water supplies for the Town of Pagosa
Springs. An earlier study entitled, "Preliminary Analysis Regarding the
Proposed Turkey Creek Project for the Town of Pagosa Springs", (Western
Engineers, Inc., 1984), was completed in May 1984. The preliminary
analysis identified two potential reservoir sites. The first part of the
feasibility study entitled "Turkey Creek Reconnaissance Study", completed
in June 1985, examined potential reservoir sites on Turkey Creek and
Snowball Creek. The recommendations and conclusions from the
reconnaissance study were used as the basis for this report.

PURPOSE AND SCOPE

This report contains detailed evaluations of the water demands and
growth projections for Pagosa Springs; water supply and operation analysis
for a dam on Snowball Creek; geologic and geotechnical evaluation of the
dam site on Snowball Creek; permitting and right-of-way acquisition
requirements; feasibility level designs and cost estimates; and an
analysis of financing alternatives and repayment schedules.

PROJECT SETTING

The project setting was initially described in the reconnaissance
study. Excerpts are repeated in the following paragraphs.

1.3.1

Location

The Town of Pagosa Springs is located on the south side of the San
Juan Mountain range at the base of Wolf Creek Pass. Pagosa Springs is in
Archuleta County, midway between Durango, 61 miles to the west, and
Alamosa, 90 miles to the east. Santa Fe, New Mexico is 125 miles to the
