All senior water rights on <br />Snowball Creek and Turkey Creek were operated in the study. Indian water rights <br />were also considered and may represent an additional demand on the San Juan <br />River if the Animas-LaPlata Project is not constructed. Filling of the proposed <br />reservoir requires transfer of water rights from the Southwest Water <br />Conservation District. The required capacity of the reservoir to meet the <br />projected water demand during the 1977-78 drought season is 2 t 900 acre-feet. <br />This reservoir capacity was used in designing the dam heightt and for estimating <br />costs of the dam. <br /> <br />A Forest Service Special Use Permit will have to be obtained before <br />commencing construction. The permit could require a long lead time that may <br />depend on the level of environmental study required. Portions of the damt <br />reservoirt pipeline route and inlet canal lie on private land. Landowners who <br />control this land are presently opposed to the project. <br /> <br />The proposed features of the proj ect include construction of a 138-foot <br />high earth dam; installation of 26tOOO feet of 18-inch pipe to deliver water to <br />the treatment plant; construction of a service spillway for small flood flows <br />and an emergency spillway for larger flows; construction of a 30-inch diameter <br />outlet works; enlargement of the diversion works; and 4,200 feet of inlet canal <br />enlargement to divert water from Turkey Creek to the reservoir. <br /> <br />The capital cost of the proj ect is $9,162 tOOO or $3 t 160 per acre-foot. <br />This cost includes 20 percent contingencies, 20 percent for engineering and <br />legal work, and land acquisition costs. Based on an assumed mix of financing <br />with the Colorado Water Conservation Board financing 50 percent of the project <br />at 5 percentt and with the balance financed by revenue bonds backed by Colorado <br />Water Resources and Power Development Authority at an assumed interest rate of 8 <br />percent, a uniform annual payment of $800,691 over a 30-year repayment period <br />would be required for debt retirement. With operation and maintenance costs, <br />the total annual obligation would be $863,891. This includes $60,000 in <br />operation and maintenance cost for the dam and $3,200 operation and maintenance <br />cost for the ditch. <br /> <br />ii <br />
