<br />'. <br /> <br />. <br /> <br />. <br /> <br />., <br /> <br />Attachment I <br />Project Work Plan <br /> <br />The GEl Study Team reviewed the Scope of Work included with the Committee's RFP (project #01- <br />200), The scope is essentially the same as that which GEl helped the Waterworks Committee prepare <br />late in December 2000. <br /> <br />The study tasks are divided into two phases, Phase I (tasks I - 3) and Phase II (remaining tasks). <br />Phase I of the study will be a reconnaissance-level review of water demands and potential <br />opportunities for meeting these demands via a pipeline from the municipal outlet at Pueblo Reservoir, <br />The primary question to be answered in Phase I is whether or not there are any "fatal-flaws" that <br />would preclude further evaluation of the pipeline. The fatal.flaws may be technical or environmental <br />related, rather than cost. During Phase II, the project will be studied at the feasibility level, during <br />which questions about cost and institutional feasibility will be addressed. <br /> <br />Phase I <br /> <br />Task 1.0 - Data Collection and Review <br />During the Future Water and Storage needs Assessment, GEl obtained water rights, population, water <br />use, water quality, and storage data from many water supply entities in the Lower Valley. During <br />Task 1.0, we will supplement and update the available database through discussions with local water <br />supply entities and study participants. During the needs assessment, we used a questionnaire and <br />phone interview system with varying degrees of success, Achieving greater success in obtaining <br />responses will require follow-up and assistance from the Study Steering Committee members, During <br />a project-kickoff meeting (meeting No. I in Task 10), we will describe the study to participants and <br />review in detail the data requirements for the study. A data collection form will be provided to each <br />participant. We hope to obtain responses within two weeks after the meeting via mail, fax, or email. <br /> <br />Task 2.0 - Water Demand and Delivery Analyses <br />The GEl Study Team will use data collected in Task 1,0 and results from the 2000 Census and State <br />Demographer projections to estimate future populations for water supply entities in the study area, <br />We understand that census results may be subject to question locally and we will factor in local inputs <br />on current populations. Historic and recent water use data will be analyzed and, together with water <br />conservation plans, will be used to estimate future water demands (average day, peak day, and peak <br />hour water demands) for water supply entities in the study area. Raw and treated water demands will <br />be estimated. Water sources available to the entities (wells, direct flows, Fry-Ark Project water, etc,) <br />will be assessed, The adequacy of available supplies and Fry-Ark Project water to meet future <br />demands will be determined. <br /> <br />Appendix A to Contract C150073 <br />
