It wou1 d be the long-term obj ecti ve to ba1 ance the number of users <br />served by each tank to be in general prooortion to the storage volume in each <br />tank. The functi onal storage 1 eve1 s wi thi n each tank coul d be reduced in the <br />early years and then raised as user demand increases over the years. <br /> <br />As outlined previously, the proposed upper tank or the lower tank not now in <br />use would not necessarily have to be activated initially. However, the <br />hydraulic design of the pipeline should be based on tanks at all three <br />locations being placed into service. <br /> <br />If operated at design flow rates previously outlined, the pipeline and storage <br />system should be able to provide the lO-day peak inflow volumes to the tanks, <br />as listed in Table 3.7.
