The lowest bid <br />utilized modified pretensioned cylinder pipe. The 24-inch and 30-inch <br />diameter pipeline was sized to deliver the TO\~aoc and Cortez supplies as far <br />as the Cortez treatment plant. <br /> <br />The Bureau's preliminary alignment for the Towaoc pipeline traversed west from <br />the Cortez water treatment plant, then south along Mildred Road and south and <br />west along county roads to the intersection of State Highway 666. From there <br />the route followed along the highway to the Tribe's reservation boundary. The <br />pipeline route then crossed the reservation in a due west direction to the <br />existing storage facilities. <br /> <br />None of the Towaoc pipeline alignment alternatives was finalized nor was any <br />right-of-way acquired for eventual construction. <br /> <br />1.5 Related Agreements <br /> <br />Whil e previ ous i nvesti gati on and p1 anni nq st'Jdi es for the no10res Project <br />included provisions for the Towaoc municipal pipeline, the present basis for <br />proceedi ng wi th the project is the combi nati on of agreements and fundi nq <br />authorizations relating to settlement of the Ute Indian water right claims in <br />eo10rado. The Colorado state 1 egi sl ature' s acti on in 1986 authori zed fundi ng <br />conditioned on subsequent agreements. <br /> <br />Senate Bill No. 27 contains the following provision regarding the Towaoc <br />Municipal Project: <br /> <br />"The Colorado Water Conservati on Board is hereby authori zed to <br />contract di rect1y wi th the Ute Mountai n Ute Tri be, wi thout util i zi ng <br />the procedures prescribed by Article 92 of Title 24 and Part 14 of <br />Article 30 of Title 24, Colorado Revised Statutes, for the design and <br /> <br />1-5 <br /> <br />1040c <br />
