As <br />discussed above, the loan was approved in principle by the CWCB at its July, 1997 and <br />November, 1997 meetings. For reasons set fortb in a memorandum from William Stanton to the <br />CWCB dated November 19, 1997, the loan ultimately was approved from the Small Project Loan <br />Account. <br /> <br />The Preisser augmentation plan has been approved by the Water Court in Division 2. <br /> <br />Opinion of Feasibility <br /> <br />Because of the factors including hydrology, water rights, economics, and elimination of other <br />alternatives, as discussed in the foregoing report, the selected alternative is considered to be <br />technically and financially feasible. <br /> <br />HRS WATER CONSULTANTS.
