The augmentation plan was decreed by the <br /> <br />Division 2 Water Court on May 19, 1998. Preisser purchased half of the 2 cfs portion of the <br /> <br /> <br />Box Springs water right in June, 1998, using his own funds. Closing on the CWCB loan can take <br /> <br /> <br />place immediately. <br /> <br />Social, Economic, and Physical Impacts <br /> <br />The augmentation plan will have no negative social impacts, nor is it expected to have any <br />physical impact on the Horse Creek basin or its tributaries. <br /> <br />The augmentation plan will have a positive economic impact by allowing the continued irrigation <br />or commercial use of water on Preisser's lands in Lincoln County. Both the irrigation and <br />commercial uses are expected to have a positive impact on the county economy by-providing jobs <br />and salable commodities, thereby increasing the local tax base. <br /> <br />Permitting <br /> <br />There are valid well permits for the six Preisser wells. <br /> <br />The augmentation plan has been decreed by the Division 2 Water Court. <br /> <br />The augmentation plan does not involve any construction or facilities improvements. As <br /> <br /> <br />discussed above, the Preisser wells all are at least 25 years old, and are in need of repair or <br /> <br /> <br />rehabilitation. In order to efficiently divert the amount of water contemplated under the <br /> <br /> <br />augmentation plan and settlement agreement, it is recommended that the wells be located to take <br /> <br />HRS WATER CONSULTANTS, INC. <br /> <br />page II <br />
