A copy of the agreement is included <br />as an attachment to this report. <br /> <br />Preisser obtained a decree for his augmentation plan (Case No. 97CW106) on May 19, 1998. <br /> <br /> <br />The plan uses the Box Springs water rights to be acquired by Preisser as the source of <br /> <br />augmentation water. The decree is not effective to augment pumping of the Preisser wells until <br /> <br /> <br />all payments to Box Springs and the senior water rights owners have been made. The CWCB <br /> <br /> <br />loan funds will be used to partially fund such payment. <br /> <br />Alternatives <br /> <br />Alternatives considered for the Preisser project include the following: <br /> <br />I) Establish no augmentation plan and no agreement with downstream seniors. <br /> <br />2) Establish an augmentation plan based on the purchase of available Horse Creek water rights <br />other than those owned by Box Springs. <br /> <br />3) Establish an augmentation plan based on importation of water owned by Preisser from outside <br />the Horse Creek drainage basin. <br /> <br />4) Establish an augmentation plan based on the purchase of certain Box Springs water rights, and <br />establish a settlement agreement with Smith, Reid, and Box Springs. <br /> <br />Analysis of Alternatives <br /> <br />Following is an evaluation of each of the alternatives. <br /> <br />HRS WATER CONSULTANTS, INC. <br /> <br />page 5 <br />
