Since a major portion of the benefits derived from the proposed <br /> <br /> <br />improvements would be in the form of revenues generated by the increased <br /> <br /> <br />service taps and water use fees, a detailed statement for the Enterprise <br /> <br /> <br />Fund is also included in Appendix-B. The Enterprise Fund is the main source <br /> <br /> <br />of revenue for water system improvements. <br /> <br />I <br /> <br />I <br /> <br />2 - Revenue Sources <br />The City of Lafayette receives revenues from the following sources: <br /> <br />I <br /> <br />I <br /> <br />a - Water Service Charges <br />In accordance with City Ordinance No. 911, a basic monthly charge <br />is assessed for the use of the water utility system. The charges con- <br />sist of a monthly and high volume charge as shown on Table-I (page 38). <br /> <br />I <br /> <br />b - Water Connection Charge <br /> <br /> <br />The basic one-time fee for connection to the water service is <br /> <br /> <br />$2,900 for single family dwellings. A more complete fee schedule is <br /> <br /> <br />shown in Table-2 (page 39) and is in accordance with City Ordinance No. <br /> <br /> <br />917. This source of revenue will become available if the reservoir stor- <br /> <br /> <br />age is increased such that more services can be added to the system. <br /> <br />I <br /> <br />I <br /> <br />I <br />I I <br /> <br />I <br /> <br />c - Bond Issues <br /> <br /> <br />The City of Lafayette has the power to issue general obligation <br /> <br /> <br />and revenue bonds for water system improvements. These funds are <br /> <br /> <br />distributed through the Enterprise Fund (see Appendix-B), which has <br /> <br /> <br />been set up for water and sewer improvements and operation costs. <br /> <br /> <br />The current (1980) liabilities for both types of bonds are $5,115,000. <br /> <br /> <br />The operating revenues for the fund are generated through the water <br /> <br /> <br />and sewer sales, and water and sewer connection fees. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />d - Henry Waneka Mutual Reservoir Company <br /> <br />The HWMRC was organized under Colorado Statutes as a non-profit <br /> <br /> <br />corporation, with the primary purpose of furnishing and storing water <br /> <br />exclusively for stockholders. In addition, the articles of incorporation <br /> <br />I <br /> <br />I <br /> <br />-12- <br />
