We were told that not <br />only were cost estimates cut by 60%, but no reimbursements would <br />occur until a binding agreement to implement salinity control was <br />signed by the Company. This change in policy contradicts the <br />statements of Mr. Rinckel and Mr. Harvey and written information <br />you have furnished to the Company, and also presents an <br />insurmountable obstacle to the Company's participation and <br />support of this program. We comment as follows: <br /> <br />The Company is a nonprofit corporation which operates <br />at cost on limited budgets. The activities contemplated by Phase <br />II are viewed as substantial, both in terms of time commitment <br />
