Except as herein <br />otherwise expressly provided, nathing herein expressed or implied <br />is intended .or shall be construed ta canfer upan .or ta give ta <br />any persan, ather than the City and the Baard, any right, remedy <br />.or claim under .or by reason hereaf. All the cavenants, <br />canditians, stipulatians, pramises and agreements herein <br />cantained by and .on behalf .of the City shall be far the sale and <br />exclusive benefit of the City and the Board. <br /> <br />No recaurse shall be had far the payment of the <br />principal .or interest due under the Laan Agreement or far any <br />claim based therean .or .otherwise upan this Ordinance, .or any <br />ather instrument pertaining hereta, against any individual member <br />.of the Cauncil .or any .officer .or ather agent of the City, past, <br />present .or future, either directly .or indirectly through the <br />City, .or .otherwise, whether by virtue of any canstitutian, <br />charter, statute or rule .of law, .or by the enforcement .of any <br />penalty .or .otherwise. <br /> <br />Sectian 9. Ratificati.on. All action nat incansistent <br />wi th the pravisians .of this Ordinance heretofare taken by the <br />City .or its .officers and .otherwise by the City directed toward <br />the executian of the Loan Agreement is hereby ratified, approved <br />and canfirmed. <br /> <br />Sectian 10. Autharized Actian. The .officers of the <br />City are hereby autharized and directed ta enter inta such <br />agreements and take all actian necessary or appropriate t.o <br />effectuate the pravisians .of this Ordinance and to camply with <br />the requirements .of law. <br /> <br />Section 11. Ordinance Irrepealable. This Ordinance <br />is, and shall canstitute, a legislative measure .of the City, and <br />after the the Laan Agreement is executed, this Ordinance shall <br />canstitute a cantract between the City and the Board and shall be <br />and remain irrepealable until the principal and interest due <br />under the Laan Agreement shall have been fully paid, satisfied <br />and discharged. <br /> <br />Sectian 12. Repealer. All acts, orders, resolutians, <br />.ordinances, or parts thereaf taken by the City in conflict with <br />this Ordinance are hereby repealed, except that this repealer <br />shall nat be canstrued sa as to revive any act, order, <br />resolutian, ordinance, .or part thereaf heretofore repealed. <br /> <br />Sectian 13. Severability.
