<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />above the Amity and in river segments between the Keesee and Amity headgates, between <br />the Lamar and X-V headgates, and between the X-V and Buffalo headgates. <br /> <br />LAWMA's Article II Account water can be used to help achieve a balance between the <br />well depletions and the replacement water. Table 8 shows that an average of 3,145 acre-feet <br />annually would be available to LAWMA from these sources. An average of 349 acre-feet of <br />this water is committed to Colorado Beef and perhaps 10 percent of it would be lost through <br />evaporation and transit losses, leaving approximately 2.481 acre-feat available for <br />augmentation purposes. To replace the well depletions that occur above the Amity headgate, <br />749 acre-feet would be released to the Arkansas River. This release would be made at a <br />uniform rate of approximately 1.76 cfs during the entire April-through-October period. To <br />replace well depletion in the drains to the Amity, an additional 555 acre-feet would be <br />transferred from LAWMA's account into the Amity's account. The return flow from these <br />two releases should be sufficient to replace the relatively small shortage that existed in the <br />river segment between the Amity and Lamar headgates. Remember here also that the Lamar <br />Canal and the other canals upstream from the Lamar Canal headgate receive a benefit from <br />the Lamar Power Plant cooling water. Additional water would be released to the river when <br />the Buffalo Canal is calling. This water would be limited to either 8.71 cfs or to the amount <br />required to fill out the Buffalo decree, whichever is less. Assuming that an additional 1,000 <br />acre-feet are needed for delivery to the Buffalo Canal, the total draft against LAWMA's <br />account water would be 2,968 acre-feet, which would leave approximately 177 acre-feet of <br />account water for delivery to Kansas. <br /> <br />The remaining LAWMA sources -- the direct flow components of the X-V and Stubbs <br />water rights, LAWMA Article II Account water, and any annual water purchases -- would be <br />applied to replace depletion to usable Stateline flow. It probably would be necessary to <br />measure the water available under the direct flow components of the XcV and Stubbs water <br />rights. This could be done using the gaging station on the Arkansas River at Granada since <br />most of the water at Granada plus an increment of additional gain below Granada would be <br />available to LAWMA under the two water rights. The Kansas H-I Model would be used to <br />calculate the depletions to usable Stateline flow that remain after LAWMA's deliveries of <br />replacement water are considered. <br /> <br />29 <br />
