<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The Manvel Canal and Irrigation Company has recently had its water right appraised. <br />The conclusion was that the fair market value of the water right is $696,000, based on <br />historical consumptive use averaging 1,466 acre-feet annually and a unit value of $475 per <br />acre-foot of consumptive use. The fair market value of the interest not presently owned by <br />LAWMA will be approximately $651,000. <br /> <br />Annual Purchases of Water <br /> <br />Significant amounts of water are presently available for purchase on an annual basis <br />from the Cities of Pueblo and Colorado Springs and from others. The price of this water <br />currently ranges from about $8 to $20 per acre-foot depending on where the water will be <br />used, whether it will be completely consumed, and whether it will be regulated in reservoir <br />storage. Although LAWMA probably can purchase water from these sources during the next <br />few years, the long term availability of these sources is questionable. Allowing for 15 percent <br />transit losses to bring this water into Water District 67, the actual cost to LAWMA would <br />range from about $9.41 to $23.53 per acre-foot. In addition, several of the ditch companies <br />in Water District 67 have indicated they would be willing to sell water to LAWMA from their <br />share of the transit loss account residual. <br /> <br />AUGMENTATION PROGRAM <br /> <br />This report section addresses the technical feasibility of an augmentation program for <br />LAWMA by showing how the x-v Ranch and Manvel Canal water rights can be used with <br />LAWMA's existing water rights and water sources to solve LAWMA's augmentation problem. <br /> <br />The augmentation program that is recommended herein will be implemented through <br />the following steps. Initially, the well pumping will be estimated at the end of each water <br />year using the data and computational procedures that are described in this report. Then two <br />separate quantifications of well depletions will be made using the average pumping during the <br />previous 5 years. The first quantification will be made with respect to Colorado surface <br />rights. It will use the presumptive well depletion factors that were discussed previously along <br />with main stem irrigation, municipal, and commercial pumping above the Buffalo Canal.
