Water was pumped from these wells into <br />the Buffalo Canal to help satisfy part of its call. Although the operation of this project was <br />effective in augmenting Colorado surface rights under certain river conditions, LA WMA began <br />to acquire interests in surface water rights in 1989. Since then it has acquired the Stubbs <br />water right, shares in the Fort Bent Ditch Company and Manvel Canal and Irrigation Company, <br />and interests in other water sources as described later. LAWMA abandoned the Buffalo <br />Demonstration Project in 1994 because of its impact on Stateline flow. <br /> <br />LAWMA's revenue is derived through annual assessments levied on its members. Prior <br />to this year, these assessments were based simply on the adjudicated pumping rates of the <br />wells covered by membership. LAWMA changed its dues schedule this year in an effort to <br />be more equitable. The current dues schedule is shown below for the various well categories: <br /> <br />Type A Irrigation - $150 plus $0.65 per acre-foot pumped <br />Type B Irrigation - $300 plus $0.65 per acre-foot pumped <br />Municipal - $150 <br />Commercial - $1 50 <br />Inactive - $100 <br /> <br />As one would expect, wells that are used to provide water for the irrigation of crops fall into <br />an irrigation category. Wells that are used primarily to provide potable water and to provide <br />water for other municipal purposes fall into the municipal category. Commercial wells are <br />used for breeding, raising, and feeding livestock; for mining gravel; and at a natural gas <br />pumping station. The type B classification applies to relatively new members who have not <br />yet paid their back dues. Once a type B member has paid his or her back dues, he or she <br />becomes a type A member. <br /> <br />The average pumping by LAWMA members during 1992-94 was used in figuring the <br />1995 dues. Using the above-described rate schedule and the 1992-94 level of pumping, <br />LAWMA's dues revenue in 1995 was $130,000. LAWMA anticipates that this amount of <br />revenue will be required each year for ongoing operating, engineering, and legal expenses, <br />exclusive of debt retirement for acquisition of replacement water. LAWMA has notified its <br />members that their annual dues will increase as it acquires new sources of replacement water. <br /> <br />7. <br />
