GEOLOGY AND SURVEYS

The geology of the area is described in Section V and in Appen-
dix A. Details of the control and topographic surveys performed for this
study by AnnstJ'ong Engineers and Associates are described in Appendix B.

D. LAND OWNEIlSHIP AND LAND \/SE

Lands to be used for Project plrposes are currently owned by pri-
vate parties, the State and the Federal Govermnent, with the greater part in
rrivate ownership. The State holds title to the right-of-way for I-70 and
several parcels are under 'the control of the Bureau of Land Management. Land
use in the Project area is generally for agricultural purposes, cattle and
sheep grazing and recreation. There are several small irrigated plots. Land
use in the vic, inity of the upper end of the reservoir is rapidly being con-
verted fran agriculture to urban use to accommodate the population growth
resulting from oil shale develoJXllent in the area. It is noted that I-70 now
under construction between Parachute and De Beque was located so it would be
outside the reservoir area.

The town of Parachute has expanded toward the river and several
develoJXllents have occurred on the floodplain which would be impacted by the
rropoaed reser1roir. These include ten large apartment buildings, a new mu-
nicipal building, a water treatment plant, a raw sewage pipeline, a pumping
station and a new playground. The general area of these buildings and munici-
pal facilities are shown in Fig. II-l.

On the south bank of the river across from Parachute, a new com-

munity named Battlement Mesa is being developed for about 25,000 people. This

development is being constructed in an area above the Colorado River flood-

plain, and except for scme municipal service facilities, will not encroach

upon the reservoir. Municipal facilities which will be impacted by the reser-

voir are a water treatment lagoon, water treatment f11 tel' tanks, a chemical

storage building, a pumping station, and a raw sewage pipeline. The locations

of these facilities are shown in Fig. II-1.
