HISTORY OF TOWN <br /> <br />Keenesburg was founded as a railroad siding (originally Keene) and was <br />incorporated in 1919. <br /> <br />B. LAWS UNDER WHICH ORGANIZED <br /> <br />The Town of Keenesburg was organized as a corporation under Colorado <br />Statutes. It currently has a Mayor-City Council form of government. <br /> <br />C. POWERS AND AUTHORITIES OF THE TOWN OF KEENESBURG <br /> <br /> <br />The Town of Keenesburg has the normal powers assigned to incorporated <br />cities in the state of Colorado as outlined by Colorado Statutes. <br />This includes the right of imminent domain, power of taxation, authority <br />to enter into contractural agreements, and authority to vest title to <br />the project or a portion thereof in the Colorado Water Conservation <br />Boa rd. <br /> <br />D. FINANCIAL STATUS <br /> <br />Historically the Town has met its financial commitment for the water <br />system relative to installation costs, operation, and maintenance. <br />The financial status of the Town is shown in the attached 1976 Budget <br />and Audit Report and Financial Statement ending on December 31,1974 <br />and December 31, 1975. The budget is shown in Appendix A and the audit <br />reports and financial statements are shown in Appendix B. <br /> <br />E. PHYSICAL ASSETS <br /> <br />The domestic water system for the Town of Keenesburg consists primarily <br />of deep wells with pumping units, distribution system, and treated <br />water storage. These primary water supply facilities are shown on the <br />project map described in Chapter I and'designated Exhibit I-A. Water <br />is taken from the Fox Hi 11 s sands by means of the we 11 s whi ch are <br />typically drilled to a depth of approximately 900 feet with water being <br /> <br />II - 1 <br />
