Generally, the nearby sources of shallow water are
of poor quality and require extensive treatment; whereby, the
outside sources of water considered are of excellent quality re-
quiring little treatment. The outside sources of water, howev~r,
require high construction costs to supply water to the Town. These
outside sources have limiting legal and political restrictions which
make them currently unavailable to the Town. The local water supply
sources such as shallow wells and surface waters also have some
serious disadvantages, such as low \'iater right priorities and the
high treatment costs to make the water fit for domestic use.

The existing deep well supply system from the Fox Hills aquifer
does not meet minimum health standards. Treatment has been con-
sidered for reduction of the fluorides and solids, but requires a
high first-cost treatment facility, as well as continuing high
operation and maintenance costs for the treatment. Therefore,
the treatment of the deep well water has been determined to be
impractical at this time.

Communications have been made with the State Health Department to
discuss the possibility of a waiver or variance to the standards.
The Health Department has verbally indicated its approval since
the level of fluorides and solids is not of sufficient magnitude
to be of concern to the health of the users. It is, therefore, pro-
posed that the deep well system be expanded for use by the Town
at this time. It is not believed that the deep well supply will
be adequate in the future if the Town continues to grow and expand
as projected. At a later date, another source of supply will
probably be required to supplement the existing supply. If avail-
able, a good quality domestic water, such as the Colorado Big
Thompson Project water of Denver Water Board supply water should

PS - 4
