This was the most econo-
mical solution to the problem.

2. Water Ri ghts

The Santa Maria Reservoir Company has water rights sufficient to
fill Continental Reservoir during wet years, and the decreed storage
capacity pennits full use of available storage. The reservoir is also
a pre-Rio Grande Compact reservoir, an irreplaceable and valuable
Colorado resource.

3. Financial Evaluation

Chapter VIII of this study provides a detailed financial analysis
of the proposed project. Sufficient funds can be generated from
assessments of the Santa Maria Reservoir Company shareholders to sup-
port operation and maintenance needs of the Company and repay the
capital investment cost. The shareholders of the Company, at their
annual meeting, unanimously expressed a desire to fund the project.

B. Recommendations

Based upon the feasibil ity study results and the foregoing
conclusions, the following recommendations are made:

1. We recommend that the Santa Maria Reservoir Company proceed
with the Continental Dam Rehabilitation Project.

- i v -

,'I
