This was the most econo- <br />mical solution to the problem. <br /> <br />2. Water Ri ghts <br /> <br />The Santa Maria Reservoir Company has water rights sufficient to <br />fill Continental Reservoir during wet years, and the decreed storage <br />capacity pennits full use of available storage. The reservoir is also <br />a pre-Rio Grande Compact reservoir, an irreplaceable and valuable <br />Colorado resource. <br /> <br />3. Financial Evaluation <br /> <br />Chapter VIII of this study provides a detailed financial analysis <br />of the proposed project. Sufficient funds can be generated from <br />assessments of the Santa Maria Reservoir Company shareholders to sup- <br />port operation and maintenance needs of the Company and repay the <br />capital investment cost. The shareholders of the Company, at their <br />annual meeting, unanimously expressed a desire to fund the project. <br /> <br />B. Recommendations <br /> <br />Based upon the feasibil ity study results and the foregoing <br />conclusions, the following recommendations are made: <br /> <br />1.
