<br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SYNOPSIS <br /> <br />Presented within this Feasibility Study are: (1) a general <br />description and history of the Continental Dam, along with water sour- <br />ces and storage rights; (2) background on the Santa Maria Reservoir <br />Company, including history, legal, financial, and reservoir system <br />operational aspects; (3) description of the seepage mitigation plans <br />based upon technical considerations and water storage needs; and (4) <br />project costs, economic evaluation, and financial program including a <br />100 percent funding request for the recommended repairs. The study <br />and report were prepared for the Santa Maria Reservoir Company by <br />Hydro-Triad, Ltd. <br /> <br />This report sets forth the need plus the technical and economical <br />feasibility of this project to mitigate seepage problems at <br />Continental Dam, thereby removing the current storage restriction of <br />15,000 acre-feet and restituting more than 7,000 acre-feet of storage <br />capacity. Seepage mitigation is provided by the addition of an imper- <br />meable clay liner placed on the upstream face of the embankment to <br />blanket the locations identified during the geotechnical investiga- <br />tions as areas of seepage. <br /> <br />The estimated cost of the project is about $161,000 (1988 <br />dollars) and the present worth of the benefits far exceeds the costs. <br />The benefit cos t rati 0 is 3.1. Indi rect benefi ts of the project have <br />not been quantified but include storing out-of-priority water for Rio <br />Grande Compact admi ni strati on purposes.
