<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER IV <br /> <br />ALTERNATIVE PLANS <br /> <br />Since the inception of the Durango West development, there <br />have been several studies which evaluated alternatives to obtain <br />additional water. However, none of the studies tried to <br />evaluate all of the alternatives using comparable costs to <br />determine which plans would be the most cost effective. The <br />initial step of this feasibility study was to identify and <br />evaluate alternatives for providing the water supply described <br />in Chapter III. This chapter describes the alternatives that <br />were considered, and why the recommended plan was selected. <br /> <br />The estimated water supply used for the alternative plans is <br />slightly different than the final water supply estimates <br />described in Chapter III. The total water supply estimated <br />early in the study was 265 acre-feet (87 MG) rather than the <br />current 280 acre-feet. The water supply difference was <br />inconsequential when evaluating the alternatives. <br /> <br />Other entities that required water were also considered in <br />evaluating alternatives, which included: <br /> <br />(1) The Rafter J area to the east of Durango West has about <br />80 total homes, but the homes are so scattered that a <br />distribution system would be very costly. There is also no <br />organizational entity that could be responsible for repayment of <br />construction and operation costs. The best way to handle <br />inclusion of Rafter J was to consider it, if the selected plan <br />could easily serve the area. <br /> <br />(2) Developers of an RV Park, which would be within the <br />boundaries of District No. 2 were approached about their needs. <br />The water demand for the 1200 unit RV Park was estimated to be <br />210 acre-feet (68 MG). Some of the alternatives were evaluated <br />to deliver water to the RV Park, in addition to Durango West. <br />The plans that included water for this entity show that the cost <br />per thousand gallons could be reduced about $.20 to $.50, <br />depending upon the alternative. The RV Park can be served with <br />Durango West water system and if the Park needs water and will <br />provide funds, inclusion would be beneficial. <br /> <br />The process of identifying alternative plans began in <br />January of 1987 and continued through April. Several meetings <br />were held with the District's, Rafter J Homeowners Association, <br />developers, and other persons or groups interested in a water <br />supply for the area. The result of the meetings was the <br />following list of potential plans which are identified by water <br />source. <br /> <br />- 12 - <br />
