<br />. <br /> <br />. <br /> <br />EXHIBIT A <br /> <br />OWENS CREEK RESERVOIR ON BUZZARD CREEK <br /> <br />PROJECT RE-EVALUATION STUDY <br /> <br />In the interest of water project development and resource management <br />reflecting present standards and changing demands, this request is made by <br />Battlement Mesa Water Conservancy District, West Divide Water Conservancy <br />District, and Ute Water Conservancy District. <br /> <br />PURPOSE: To determine the quantity, reliability and cost of water storage for <br />the following multiple beneficial applications. <br /> <br />1) Domestic water supplies in the ute Water and West Divide Water <br />Conservancy Districts. <br /> <br />2) Supplemental irrigation supplies in the Battlement Mesa and West <br />Divide Water Conservancy Districts. <br /> <br />3) New recreational opportunities and possible fish and wildlife <br />benef.its including habitat enhancement for the recovery of the <br />endangered Colorado River fish species. <br /> <br />SCOPE OF WORK - PHASE I <br /> <br />1) Prepare reconnaissance cost estimate for Owens Creek Darn (earthfill <br />structure-25,OOO acre-foot reservoir configuration) as presented in <br />Feasibility Report dated June 1967. <br /> <br />2) Compile all previous stream flow records from 1929 to date, <br />correlating the periods for which no historical records exist. <br /> <br />3) Determine design flood in accordance with criteria established by the <br />Office of the State Engineer. <br /> <br />4) Determine the "hazard" or dam classification for the site. <br /> <br />5) Quantify project demands to be included in operation studies. <br /> <br />6) Conduct an appraisal-level hydrologic operation study to determine <br />required reservoir size and yield. <br /> <br />7) Prepare appraisal-level design and cost estimate for earth fill and <br />roller compacted concrete dams to accommodate reservoir sizing <br />determined in Task 6. <br /> <br />8) Prepare appraisal-level design and cost estimate for the Divide Creek <br />aqueduct and for a well augmentation plan. <br /> <br />9} Repeat Tasks S, 6, 7, and 8 to optimize reservoir sizing, aqueduct <br />sizing and water allocation. (One iteration anticipated) <br /> <br />IO} Summarize appraisal-level study results and provide recommendation <br />regarding further study efforts in memo format. <br /> <br />6 <br />
