This materiaJ. was supposed to be placed in <br />the dam in one foot layers, but on account of the consistency of the <br />same when taken from the borrow-pits it wa.s fOW1d impo5s;ble. to <br /> <br />'.,-,-; <br /> <br />:~;,. <br /> <br />pJ.ace it 1n auah layers. 8.5 the materiaJ. came out in chunks. We <br />are infonned that it Vias placed in the dam in layera about two feet <br />thick, and that no provision fcr ccmpa.ot1ng the same was observed <br />other than the packing received from the wagons which were used to <br />transport the materiel from the excavator. <br />The westerly half of the, dam wae built of yellowish clay <br />materieJ. taken from the borrow-pita aJ.ong the westerly .end of the <br />dam, which seamed to work much better, and apparently haa packed <br />much more thoroughly than that in the easterly h8J.f of the dam, as <br />evidenced by the absence of seepage through the westerly helf of <br />the dam. We a.re :1nf'onned by the ,engineer that the structure was <br />finished 10,% higher than the plans celled for. to aJJ.ow for <br />shrinkage and settlement. <br />The materieJ. was placed in the dllIIl by two sub-contractor a <br />and at one point in the weaterly one-half, one of .the sub-oontract- <br />crs prosecuted his work faster than the other one, which cauaed a <br />break in the prOfile of the dam aa it waa carr1.ed up, .01' about ten <br />feet. <br /> <br />Water Was turned into the reserv01.r last year and the same <br /> <br />waa filled to a depth of 40 feet Vlhen the first seepage showed up <br /> <br />, <br />j <br />i <br />i <br />I <br />
