I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER I - INTRODUCTION <br /> <br />The San Miguel Project Water Supply Study is sponsored by the Colorado Water Conservation <br />Board (CWCB) in cooperation with The San Miguel Water Conservancy District (SMWCD), The <br />Farmers' Water Development Company, the Ulylands Canal and Reservoir Company, and The <br />Lone Cone Ditch & Reservoir Company. The objective of the study is to investigate various <br />alternatives for improving and expanding the major existing irrigation systems located in the <br />study area. <br /> <br />The study is being conducted in two phases. Phase 1 of the study involves identification of <br />potential sources and methods for developing additional water supplies in the study area; <br />investigation and screening of various project elements to assess their relative utility for <br />inclusion in project alternatives; formulation of alternative project configurations; and evaluation <br />of selected project alternatives at a reconnaissance-level of effort. At the conclusion of Phase 1, <br />a decision will be made whether to proceed to detailed, feasibiiity-Ievel analyses of one or more <br />of the alternatives. <br /> <br />Study Participants <br /> <br />The principal entities participating in the study are: <br /> <br />o Colorado Water Conservation Board. The CWCB is the State agency charged <br />with the responsibility of planning for the development of Colorado's water <br />resources. The CWCB is responsible for overall management of the San Miguel <br />Study. Partial funding for a project may be provided from the CWCB <br />Construction Fund. <br /> <br />o San Miguel Water Conservancy District. Water conservancy districts are <br />organized under state statute for the promotion and development of water <br />projects in Colorado, The SMWCD is a political subdivision of the State of <br />Colorado and owns the conditional water rights decreed for the original San <br />Miguel Project, The SMWCD has a nine-member Board of Directors which <br />includes representatives from each of the major irrigation ditch companies in the <br />study area. <br /> <br />1 <br />
