CHAPTER I - INTRODUCTION

The San Miguel Project Water Supply Study is sponsored by the Colorado Water Conservation
Board (CWCB) in cooperation with The San Miguel Water Conservancy District (SMWCD), The
Farmers' Water Development Company, the Ulylands Canal and Reservoir Company, and The
Lone Cone Ditch & Reservoir Company. The objective of the study is to investigate various
alternatives for improving and expanding the major existing irrigation systems located in the
study area.

The study is being conducted in two phases. Phase 1 of the study involves identification of
potential sources and methods for developing additional water supplies in the study area;
investigation and screening of various project elements to assess their relative utility for
inclusion in project alternatives; formulation of alternative project configurations; and evaluation
of selected project alternatives at a reconnaissance-level of effort. At the conclusion of Phase 1,
a decision will be made whether to proceed to detailed, feasibiiity-Ievel analyses of one or more
of the alternatives.

Study Participants

The principal entities participating in the study are:

o Colorado Water Conservation Board. The CWCB is the State agency charged
with the responsibility of planning for the development of Colorado's water
resources. The CWCB is responsible for overall management of the San Miguel
Study. Partial funding for a project may be provided from the CWCB
Construction Fund.

o San Miguel Water Conservancy District. Water conservancy districts are
organized under state statute for the promotion and development of water
projects in Colorado, The SMWCD is a political subdivision of the State of
Colorado and owns the conditional water rights decreed for the original San
Miguel Project, The SMWCD has a nine-member Board of Directors which
includes representatives from each of the major irrigation ditch companies in the
study area.
