For the Norwood-Redvale area, Alternative 4 which utilizes existing sources of
water with improvements and expansions of existing facilities would appear to be
the preferred option.

3. For the Lilylands-Dry Creek service areas, it remains to be seen whether a
project could be formulated such that the cost would be within the repayment
capacity of the irrigators.

4, The very preliminary analyses conducted in this study for the San Miguel Canyon
hydropower project give no indication that such a project would be infeasible.
Much more detailed analyses, however, are necessary for a final determination
of technical and financial feasibility.

Recommendations
1. A preliminary implementation schedule has been developed for Alternative 4
which includes further analyses to provide enough information to develop
reservoir operating plans, interconnection of the Cone and Gurley systems, and
eventually, the design and construction of the Lone Cone reservoir expansion.
Each of these items can be taken as separate decisions over a period of several
years, The first major work item, a series of field investigations, will be
undertaken in the summer and fall of 1989 at the request of the Farmers' Water
Development Company and the Lone Cone Ditch & Reservoir Company.

2. For the Lilylands-Dry Creek Basin service areas, it is proposed to refine the
hydrology, operations studies, topographic mapping and cost data and to
conduct geotechnical investigations of Lilylands Reservoir in an attempt to
formulate one additional project which would fall within the financial constraints
provided by the Lilylands shareholders. This work will be undertaken in the
summer and fall of 1989 at the request of the Lilylands Canal and Reservoir
Company,

3. For the San Miguel Canyon hydropower project, the appropriate entities to
sponsor additional studies, if any, would appear to be the San Miguel Water
Conservancy District and/or the Southwest Water Conservation District.

xii
