Dear Mr. Hayden and Ms. Hale:

We have received your letter, plans, and specifications to make temporary
repairs to the East No.1 outlet sinkhole of the above referenced dam. Your
letter confirms a phone conversation you had with Steve Spann of our office on
June 28, 1990, at approximately 2:00 p.m.

This letter is to confirm our approval to do the following:

1. Excavate a hole about eight feet in diameter and six feet deep, but
at least enough to remove the collapsed soils, install about three to
four feet of sand and gravel mix (Class IV road base), and complete
the backfill with the excavated materials.

2. Install about 100 feet of plastic pipe, fifteen inches or larger, in
the irrigation ditch and centered over the outlet (sinkhole) for the
purposes of keeping the ditch water from seeping into the reservoir
outlet pipes.

Once the sinkhole is backfilled, the outlet pipe may be used for
reservoir releases. When the 100-foot pipe is installed and sealed in the
ditch, it also may be used. Please notify Mr. Gary Barta of our office when
the work is completed.

Use of this repair is contingent upon the following conditions:

1. Submission of a brief report of the work done, materials used, and
description of the installation process. A report must be submitted
to our office within seven days.

2. The owners must carefully check the work site daily for any changes.
If changes occur, both our respective offices must be notified.
