RESOLUTION

A RESOLUTION REQUESTING STATE CONSTRUCTION FUNDING THROUGH THE
COLORADO WATER CONSERVATION BOARD FOR REPAIRS TO HANDY RESERVOIR
DAM (AKA WELCH DAM) OUTLET WORKS.

Whereas, the State Engineer's Office has required permanent
repairs or modification of the No.1 Outlet Works because of
leakage in the outlet piping; and

Whereas, the Handy Ditch Company intends to replace the
No. 1 Outlet Works so that the dam is stable and water storage
is not restricted; and

Whereas, the Handy Ditch Company desires to consolidate an
existing loan with the Bank of Co-ops into this funding request;

NOW, THEREFORE, be it resolved by the Board of Directors
of the Handy Ditch Company:

1. That the total estimated cost for repairing the No. 1
Outlet Works, including the Feasibility Report, Engineering Costs,
and construction costs is $190,000.

2. That the outstanding balance of the existing loan with
Bank of Co-ops is approximately $120,000.

3. That the Handy Ditch Company is applying to the Colorado
Water Conservation Board for $310,000 in State construction loan
monies to fund this project and repay the Bank of Co-ops loan.

4. That the Handy Ditch Company proposes to repay State
construction funds over a period of 40 years.

Introduced, Read and Adopted by the Board of Directors of
the Handy Reservoir Company this 6th day of October, 1990.
