I

I

CONCLUSIONS

I

Significant local and state support exists for improved flood
protection on Box Elder Creek. In particular, reconstruction of Bootleg,
Klug, and Ireland #5 Reservoirs would provide much needed protection from
flood events. The local landowners have expressed a strong desire to have
the structures rehabilitated.

I

I

The Central Colorado Water Conservancy District, the Groundwater
Management Subdistrict of the Central Colorado Water Conservancy District,
and the Henrylyn Irrigation District are all concerned about flooding on
Box Elder Creek, and are working with state and federal agencies to seek
assistance regarding this problem.

I

I

The Bureau of Reclamation has provided, as part of their Technical
Assistance Program, an appraisal-level study regarding rehabilitation of
Bootleg Reserv01r and Klug Reservoir. A copy of this stud~ is included in
Appendix E. This study was submitted to Rocky Mountain Consultants, Inc.
(RMC), a Longmont engineering firm, and estimates of repair costs were
requested. A copy of the response from RMC is included in Appendix F.

I

The Colorado Division of Highways has expressed an interest in
rehabili tat ion of flood control structures on Box Elder Creek to provide
protection for state and federal highways in the area. However, the
Division requires additional flood flow data not included in the Bureau
study. To further Central's efforts, the Colorado Water Conservation Board
(CWCB) designated the Box Elder Creek flood study as its number one
priority for investigation by the U.S. Army Corps of Engineers though their
section 22 Planning Assistance Program. The Corps has requested $35,000
from the u.S. Congress to conduct the necessary engineering investigations
and analysis for the Box Elder Creek study.

I

I

I

I

Our efforts need to be focused on feasibili ty analysis of
rehabilitation of Bootleg, Klug, and Ireland #5 Reservoirs. If it is
determined that these structures should be improved, we should not hesitate
to intitiate construction activities.

I

I

I

I

I

I
I

9
