<br />. <br /> <br />Exhibit A <br /> <br />. <br /> <br />Colorado Department of Natural Resources <br />Colorado Water Conservation Board <br />"Chatfield Reservoir Storaae Use Patterns Investiaation" <br /> <br />Work Plan: December 2001 <br /> <br />Introduction <br /> <br />This contract and the accomplishment of the performance tasks shall work in compliance with the <br />provisions of the Corps of Engineers (Corps) Contract for the Chatfield Storage Reallocation Study <br />("Study"), Littleton, Colorado. The general contractor for the Study is Simons and Associates, Fort <br />Collins, Colorado. The Study is under the administration of the Corps Omaha District. The general <br />contractor's Project Manager for the Study is Robert Simons @ 970 223-9973. <br /> <br />The CWCB contractor ("contractor") shall be fully informed of the Study provisions with an <br />emphasis on the sections entitled "Alternative Operational Criteria; Hydrologic data to be used; <br />Storage Use Patterns (to be by provided by Sponsor); and Hydrologic Models and Analyses". <br /> <br />The primary purpose of this Work Plan is to perform the tasks described in the Storage Use <br />Pattern portion of the Study which states: For each target pool elevation to be evaluated, water <br />use patterns will be developed, including realistic patterns of storage and release. These <br />patterns will be used in various hydrologic modeling scenarios. The storage patterns will <br />reflect storage opportunities under both junior and senior water rights. The release patterns <br />will reflect the potential use of storage considering water supplies for municipal water <br />supply and other decreed purposes. Potential use patterns will consider the conjunctive <br />use of surface and ground water, augmentation supplies, and present carryover storage <br />capacity. Opportunity for maintaining or enhancing recreation and environment values <br />within urban reaches of the South Platte River and at Chatfield and Cherry Creek Reservoirs <br />will also be considered. <br /> <br />Objective <br /> <br />This contractor will develop storage use patterns (also call the water supply demand criteria) for <br />the Study's operational model for the Chatfield Reservoir hydrologic investigations. <br /> <br />The Contractor shall perform the following major tasks, as more fully described in the following <br />section: <br /> <br />· Develop the target amounts of reservoir capacity to be analyzed for reallocation from flood <br />control space to additional conservation storage space. <br /> <br />· Identify water rights available for storage in the reallocated space. <br /> <br />· Identify potential users of the reallocated space and evaluate their potentials uses. <br /> <br />· Acquire available modeling data. <br /> <br />· Develop representative storage use patterns for the target amounts of reallocated space. <br /> <br />. Prepare report and bibliography. <br /> <br />Performance Tasks <br /> <br />The contractor shall fully address the following tasks in the performance of the CWCB contract: <br /> <br />1.
