<br />the floor slab may occur when the structure is not filled with water, <br /> <br />especially if the surrounding ground is saturated with water, thus <br /> <br />creating a hydrostatic external pressure. <br /> <br />If the chemical floculation is not successful, then it is rec- <br /> <br />ommended that a rough filter be installed in the concrete settling <br /> <br />pond along with a series of baffles with provision made to backwash <br /> <br />the filter. A series of baffles and baffle chambers can be constructed <br /> <br />. <br /> <br />in such a manner as to add to the support of the existing structure <br /> <br />and create enough weight to prevent the structure from floating. A <br /> <br />typical example of the rough filter and baffles is shown in Exhibit F <br />at the end of this report. <br /> <br />~ <br /> <br />Plan of Development Review <br /> <br />In the foregoing paragraphs, the improvements required for the <br /> <br />six major categories of the town's water system were described. Of <br /> <br />all the major categories of the system, an adequate and good water <br /> <br />right needs the most attention and is the most lacking. Recommended <br /> <br />improvements to the distribution system were pointed out, and whether <br /> <br />or not these improvements are tak~n care of now or in the future, the <br /> <br />deficiencies mentioned need correction. <br /> <br />... <br /> <br />. <br /> <br />Eighty-five percent of the raw water line is in a deteriorating <br /> <br />condition and requires immediate attention to the construction of a <br /> <br />new water line from the existing settling ponds to the treatment <br /> <br />facility along county road right-of-way. The county has been contacted <br /> <br />on this matter and the right-of-ways appear to be no problem. <br /> <br />The need for additional storage North of the Eagle River, as <br /> <br />pointed out in the preceding paragraphs, should be taken under con- <br /> <br />sideration to serve the proposed developments in the town. <br /> <br />Other than obtaining adequate water rights out of Brush Creek, <br /> <br />the most important deficiency in the town's water system is the operation <br />- 50 - <br />
