<br />I <br /> <br />Ii <br /> <br />DESIGN PERIOD AND POPU~TION PROJECTION <br /> <br />B. <br /> <br />I <br /> <br />An analysis of the water supply and storage requirements presented <br /> <br />in Tables 4 and 5 indicate the need for two periods of major capital <br /> <br />I <br /> <br />improvements. The first improvements to supply and storage should occur at <br /> <br />the earliest possible construction date; certainly these improvements should <br /> <br />I <br /> <br />be completed and in service within the next 18 months to two years. These <br /> <br />I <br /> <br />improvements are expected to meet the requirements for supply and storage <br /> <br />I <br /> <br />for a 20-year period, through year 1995. At the end of this period, a <br />"- <br /> <br />second improvement program is expected to be necessary as dictated by <br /> <br />water use and population growth. These improvements are expected to meet <br /> <br />I <br /> <br />the requirements for supply and storage for a 15-year period, through year <br /> <br />I <br /> <br />201rr.!. The second stage i=provements could be accelerated or delayed a <br /> <br />few years as dictated by prevailing conditions. The total design period <br /> <br />I <br /> <br />used in this report for projecting water supply and storage requirements <br /> <br />is 35 years, through year 2010. <br /> <br />I <br /> <br />A population projection for the Town of Bennett was prepared by the <br /> <br />I <br /> <br />Adams County Planning Department in 1974 as a part of the Comprehensive <br /> <br />Development Plan for the Town. The County projection, extending through <br /> <br />I <br /> <br />the year 1990, was reviewed and compared with projection data derived and <br /> <br />used by other agencies. The median projection of 2500 by the year 1990 <br /> <br />I <br /> <br />is deemed reasonable. and was accepted for use in this report. The County's <br /> <br />I <br /> <br />population projection was extended to year 2010 and is shown on Figure II. <br /> <br />It should be realized that attempting to project population growth over an <br /> <br />I <br /> <br />extended period of time, no matter how sophisticated the methods used, is <br /> <br />subject to many complex and fluctuating variables and the only sure thing <br /> <br />I <br /> <br />that can be said about a long-range projection is that it will be,inaccurate. <br /> <br />With this in mind, a population projection must be established as a basis <br /> <br />I <br /> <br />for design and the projections shown in Figure II will be used. <br /> <br />I <br /> <br />-33- <br />
