Water Conservation Board has water funds and due to the emergency
nature may be the best means of obtaining immediate funding. This pay-back
will be similar to the Water Bond sales which increase user fees about $2.00
per month.

HUD Community discretionary grants are available for water supplies
and this project falls into the pUblic works category of HUD. Applications for
HUD grants will be available this. fall for July 1977 funding. In general, HUD
grants require some type of housing activity, however, the Rules and Regula-
tions change each year.

GENERAL

It is our recommendation that this report be used with the various
agencies to determine availability of money. It is possible that the Water Con-
servation Board procedures could make monies available for construction by
the coming summer. The current low water rate of $4.50 makes the granting
of funds limited unless the emergency condition and possible loss of life is
impressed onto the granting agency.

IV - 4
