Consideration should be given to recreational opportunities around <br />the reservoir, on the surface of the reservoir, and along the canyon downstream <br />of the dam. <br /> <br />Environmental Studies - If the institutional issues involving water rights <br />and the relocation of U.S. Highway 6 can be resolved, initial environmental <br />studies should be conducted to identify and quantify the environmental issues. <br />These initial investigations would form a basis for scoping the detailed studies <br />necessary for an environmental impact statement (EIS). The EIS is required by <br />the National Environmental Policy Act (NEPA). NEPA "is the major determinant of <br />the time and effort required to obtain government approvals for water development <br />projects in Colorado," according to the Colorado Joint Review Process. NEPA <br />requires federal agencies to evaluate the environmental effects of actions which <br />they may take, including the issuance of permits. <br /> <br />--' <br /> <br />--' <br /> <br />Possibilities for StorinQ Non-Native Water - Investigations should be <br />undertaken to estimate the potential increase in firm yield of Williams Fork <br />water (existing and potential development) by sharing capacity in a Clear Creek <br />Canyon reservoir. Potential development should consider both the Denver Pumping <br />Collection System and the Henderson Tunnel project to further develop Williams <br />Fork water. <br /> <br />PumDed StoraQe Hydroelectric Power - The incorporation of pumped storage as <br />part of a water supply project should be further investigated. This investigation <br />should establish physical properties of such a project so that its compatibility <br />with other project goals (water supply, recreation, etc.) can be assessed. -- <br /> <br />Public Involvement - As part of future project investigations, an advisory <br />committee should be formed to enhance public involvement in the planning stages <br />of this major project. The advisory committee should be composed of those public <br />and private entities whose interests may be affected by such a project. <br /> <br />6-8 <br />
