Additionally,
alternative I will require a second set of weatherproofed doors to maintain tunnel
temperatures above freezing and to reduce weathering and adverse environmental impacts
on the pipeline. For the purposes of cost comparisons it was assumed that the exterior
doors will be strong wooden or metal double doors mounted on hinges. The interior doors
will be customized overhead or roll-up doors with weatherproofing. Installation will require
customized framing in the tunnel.

Pipeline Connections - It is anticipated that an additional 1,600 ft of 30 inch steel pipeline
will be installed parallel to the existing 24 inch pipeline from Junction Box T1 to 1'2 as
shown on Figure 2. Additionally Alignment A will require the installation of approximately
1350 ft of 42 inch diameter pipeline from the west portal to the existing 24 inch diameter
pipeline.

Pipeline Maintenance for Alternative I - Since the pipe in alternative I is exposed, it is
expected that some maintenance will be necessary. For the purposes of cost comparisons,
it was assume that the pipeline would be recoated every 5 years, and that it would cost
approximately $4,000 for each coating. For a period of 20 years with an inflation rate of 5
percent and an interest rate (time value of money) of 10 percent, the present worth cost of
the maintenance was determined to be $26,600.

Access Road Maintenance - Cost for road maintenance are based on a gravel road
approximately 1,000 ft long and 12 ft wide. It was assumed that the road is regraded twice
a year and that it takes a grader one day per grading. It was also assumed that two inches
of gravel would be added to the road once every five years.

Thirty Inch Pipe at East Portal - The price given includes $45.ooper foot for materials and
$64.00 per foot for labor and installation. The installation cost includes an allowance for
rock blasting, and for pipe supports and tiedowDS.

Forty-two Inch Pipe at West Portal - Alternative B will require approximately 350 feet of
pipe to connect with the existing pipeline. It is anticipated that this pipe will generally
follow the existing topography on a relatively gentle downhill grade for ease of construction.
The price given includes $65.00 per foot for materials and $60.00 per foot for labor and
installation. Installation is anticipated to be primarily cut and cover with some blasting
required.

23
