CONCLUSIONS AND RECOMMENDATIONS <br /> <br />7.1 RECOMMENDATIONS <br /> <br />The condition of the existing crest section (upper 12 feet) of DeWeese Dam is poor, The crest <br />section is showing signs of significant concrete deterioration and excessive seepage, Recent <br />SEO and independent inspections have noted the overall poor condition of the crest section and <br />concern regarding the ability of the crest section to safely withstand all reasonable loading <br />conditions. Results of our stability analyses have substantiated this concern, <br /> <br />This report documents the results of feasibility investigations to resolve the identified dam safety <br />deficiencies at DeWeese Dam, Failure to adequately'address these safety issues is expected to <br />ultimately result in severe reservoir storage restrictions, Such storage restrictions would <br />significantly impact the Company's ability to provide a consistent and reliable irrigation water <br />supply to shareholders and significantly impact recreational use of the reservoir, Two concepts <br />to modify the crest raise sections and resolve the dam safety deficiencies were investigated and <br />estimates of probable project costs were developed. A potential financing plan has been <br />developed which uses low-interest project fullding from the CWCB Construction Loan Fund, <br /> <br />We recommend that the Company proceed with implementation of Alternative No, 1 - Crest <br />Replacement, as described in Section 3.3, This alternative has a total estimated project cost of <br />$750.000, It is further recommended that the Company continue its efforts to investigate and <br />develop a project funding program acceptable to shareholders, A funding program, which <br />includes a low-interest loan from the CWCB, appears to provide reasonable fmancing alternative <br />to the Company, <br /> <br />7.2 PROPOSED IMPLEMENTATION PLAN <br /> <br />The proposed plan for implementation of the recommended alternative (Alternative No. I - Crest <br />Replacement) is: <br /> <br />1997: Finalize this Feasibility Report and continue investigation and development of a <br />project financing plan that wiIl be acceptable to shareholders, If appropriate, <br />apply for a construction loan from the CWCB in November, <br /> <br />1998: Preform final design of the project and prepare construction drawings, technical <br />specifications, and bidding documents, Submit final design documents to SEO <br />for review and approvaL Obtain appropriate project permits and clearances, <br /> <br />96006\REPQRTS\FEAS\TEXT.NEW <br /> <br />~ GEl Consultants, lnc, <br />
