INSTITUTIONAL CONSIDERATIONS <br /> <br />5.1 COLORADO DIVISION OF WILDLIFE <br /> <br />For the last several years, Ihe Colorado Division of Wildlife (CDOW) has leased the reservoir <br />and surrounding Company property on an annual basis for the purpose of developing a recreation <br />area at the reservoir. The CDOW has developed the area for bank and small boat fishing, as well <br />as picnicking. Overnight camping and water skiing are not permitted, The Company and the <br />CDOW are currently in the process of negotiating a long-term lease arrangement for recreational <br />use of the reservoir. Historically, lease payments made by the CDOW have been included in the <br />annual operating budget of the Company. <br /> <br />Construction of the dam safety modifications of Alternative No. I or Alternative No, 2 would <br />have no long-term impact on the recreational use of the reservoir. Alternative No, 3 (no-action) <br />would be expected to result in a significant negative effect on the recreational uses of the <br />reservoir due to reduced reservoir depths and shorelines, and could possibly eliminate all present <br />recreational uses. <br /> <br />During construction of the dam safety modifications, some temporary conditions may adversely <br />affect recreational uses of the reservoir, These conditions could include, but are not limited to, <br />the following: <br /> <br />I, Additional drawdown of the reservoir during construction to reduce the potential <br />for flooding damage to the work in progress; <br /> <br />2, Increased noise from construction activities; and <br /> <br />3, Increased traffic activity in the vicinity of the reservoir from construction workers <br />and material suppliers, <br /> <br />In the interests of public safety, it may be appropriate to restrict or suspend recreation activities <br />at the reservoir during all or a portion of the project construction, In any case, timely <br />communication of project plans and schedules with the CD OW will be appropriate, <br /> <br />:m GEl Consultants, Inc. <br /> <br />96006\RE.PORTS\FEAS\TEXT.NEW <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />
