Operating Principles and Criteria !RRIGATION OPERATIONS Operation of the project for irrigation is predicated upon the transfer of the 20,000 acre-foot storage right of tge Model Land and Irrigation Company to the Trinidad Reservoir. The operating princi- ples provide for the conservancy district to be assigned the privilege of exercising this transferred storage right at all times, and the direct flow rights during the nonirrigation season and during the irrigation season except as indicated subsequently, The district will also ,acquire new rights for storing flood flows which would otherwise spill from John Martin Reservoir. When irrigation water is being stored during the non irrigation season, two-thirds will be credited to the project account and one-~hird to the Model account. During the irrigation season, all storable inflQws to the reservoir up to 300 c.f.s, not required to meet concurrent demands will be credited to the project account and flows in exeess of 300 c.f.s. not required to meet concurrent demands are to be credited to the Model account. storage of irrigation water will be made as described until a cumulative total of 6,000 acre-feet in anyone year, including holdover storage, has been credited to the Model account. All subse'luent storage for the remainder of the year will be credited to the project account. When releases are required to meet irrigation demands, those diverted to the Model System will be charged to the Model account and those diverted to the remaining project systems are to be cbarged to the project account. Such is to be the method of accounting until the Model account is reduced to 1,200 acre-feet. Additional releases diverted to the Model system will be charged to the project account until it is exhausted. The Model system will then draw upon its remaining 1,200 acre-feet of storage, and the privilege of exercising the direct flow rights will be relin'luished by the conservancy district to their respective owners. Each ditch system will be responsible for the distribution of its allocated water to the water users. Deliveries, except for 1,500 acre-feet of stockwater, are to be made only during the irrigation season and are to be restricted to the crop re'luirement for the 19,111 acres of irrigable land which constitute the service area. Carry-over water from one season to the next is to revert to the supply to which it was allocated for the turrent season. In project operations the return flows from the project area will be used as the water rights permit to satisfy requirements. 24 '! "
