<br />Operating Principles and Criteria <br /> <br />!RRIGATION OPERATIONS <br /> <br />Operation of the project for irrigation is predicated upon the <br />transfer of the 20,000 acre-foot storage right of tge Model Land and <br />Irrigation Company to the Trinidad Reservoir. The operating princi- <br />ples provide for the conservancy district to be assigned the <br />privilege of exercising this transferred storage right at all <br />times, and the direct flow rights during the nonirrigation season <br />and during the irrigation season except as indicated subsequently, <br />The district will also ,acquire new rights for storing flood flows <br />which would otherwise spill from John Martin Reservoir. <br /> <br />When irrigation water is being stored during the non irrigation <br />season, two-thirds will be credited to the project account and <br />one-~hird to the Model account. During the irrigation season, all <br />storable inflQws to the reservoir up to 300 c.f.s, not required to <br />meet concurrent demands will be credited to the project account and <br />flows in exeess of 300 c.f.s. not required to meet concurrent demands <br />are to be credited to the Model account. storage of irrigation water <br />will be made as described until a cumulative total of 6,000 acre-feet <br />in anyone year, including holdover storage, has been credited to the <br />Model account. All subse'luent storage for the remainder of the year <br />will be credited to the project account. <br /> <br />When releases are required to meet irrigation demands, those <br />diverted to the Model System will be charged to the Model account <br />and those diverted to the remaining project systems are to be <br />cbarged to the project account. Such is to be the method of <br />accounting until the Model account is reduced to 1,200 acre-feet. <br />Additional releases diverted to the Model system will be charged <br />to the project account until it is exhausted. The Model system <br />will then draw upon its remaining 1,200 acre-feet of storage, and <br />the privilege of exercising the direct flow rights will be <br />relin'luished by the conservancy district to their respective owners. <br /> <br />Each ditch system will be responsible for the distribution <br />of its allocated water to the water users. Deliveries, except for <br />1,500 acre-feet of stockwater, are to be made only during the <br />irrigation season and are to be restricted to the crop re'luirement <br />for the 19,111 acres of irrigable land which constitute the service <br />area. Carry-over water from one season to the next is to revert <br />to the supply to which it was allocated for the turrent season. <br /> <br />In project operations the return flows from the project area <br />will be used as the water rights permit to satisfy requirements. <br /> <br />24 <br /> <br />'!
