<br />PART IV <br /> <br />HYDROLOGY <br /> <br />Estimates of future water requirements and supplies were derived <br />from weather, stream flow, and diversion records for the 33-year study <br />period 1925-195T. The stream flows and diversions derived from the <br />historical data were used in preparing studies which show an accounting <br />of past water supply conditions in the project area and future <br />operations with the project. The water rights on the Purgatoire River <br />and the Arkansas River Compact were recognized fully in the studies, <br /> <br />WATER RIGHTS <br /> <br />') <br /> <br />As shown on exhibit 4, water rights for the 11 participating ditch <br />systems in the project area have priority dates ranging from November 30, <br />1861, to June 12, 1920. The direct flow rights range from 0,50 c.f;s. <br />to 200 c.f,s. <br /> <br />Stream flows are such that for most of the irrigation season only <br />the most senior direct flow rights receive water. The 20,000 acre-foot <br />storage right owned by the Model Land and Irrigation Company cannot now <br />be fully e~ercised because of sediment accumulation in its existing <br />reservoir. The small storage right for Johns Lake Reservoir has not <br />been exercised for many years, The direct flow rights listed on <br />exhibit 4 are for the 11 ditch systems that will participate in the <br />project. <br /> <br />There are other Purgatoire River water rights, both upstream and <br />downstream from the project area. Depletions for the upstream rights <br />are reflected in historic stream flow records and no additional <br />depletions are foreseeable. Required bypasses for the downstream <br />rights were evaluated in the operation studies. Historically, such <br />bypasses have seldom been required. <br /> <br />INTERSTATE COMPACTS AND COURT DECREES <br /> <br />The existing decreed water rights of the project area are not subject <br />to restrictions from any existing or pending interstate compacts or court <br />decrees, Any new water rights will be restricted by the Arkansas River <br />Compact. <br /> <br /> <br />11 <br /> <br /> <br />., <br /> <br />
