<br />. <br /> <br />. <br /> <br />. <br /> <br />Feasibility Study <br />Silt Diversion-Colorado River <br />Diversion Project <br /> <br />Introduction (Need for the Project) <br /> <br />The Silt Diversion-Colorado River Diversion project is located on the Grand River Canal east of <br />Silt, Colorado approximately 1 and 1/2 miles, in the northwest quarter of section 12, Township 5 <br />South, Range 92 West, as shown on the location maps on pages 10 and 1 Oil, The ditch is owned <br />and operated by the Silt Water Conservancy District. <br /> <br />The existing diversion in the river carries water to a pumping station and consists of an earthen <br />and gravel embankment that extends 600 feet into the Colorado River. The structure is very <br />vulnerable to seasonal flooding and is rebuilt on an annual basis, It is proposed that this system <br />is replaced with a concrete, rock diversion and headgate structure in a side channel <br />approximately 1,000 feet upstream from the present point of diversion to a more manageable <br />location, The water will be conveyed in 940 feet of 42" HDPE low head irrigation pipe carrying <br />40 cubic feet of irrigation water back to the original ditch system, The new diversion will use <br />current technology to reduce habitat loss, to increase river stability, to improve aquatic habitat, <br />and improve riverbank vegetation, The new diversion will illustrate an alternative to the old <br />system of having to annually enter the river, which created damage to the river system. Benefits <br />achieved from the installation of the new structure could be a point of interest since the sire is <br />easily accessible from 1-70, The Silt Conservancy District has spent a considerable amount of <br />money in the past few years repairing and replacing structures in their system. <br /> <br />Project Sponsor <br /> <br />The Silt Water Conservancy District was incorporated September 23,1907 for the purposes of: <br />(I) managing the ditch for the landowners whose properties are irrigated from the ditch, and (2) <br />maintaining, repairing and, when necessary, reconstructing the ditch, Dues are assessed based <br />on pro-rated ownership or use of water rights in the ditch, <br /> <br />Under the by-laws of the Corporation, "No loans shall be contracted on behalf ofthe <br />Corporation,., unless authorized by the Board of Directors. The purpose of said loan must have <br />been approved by a vote of the membership," <br /> <br />Members of the Corporation are property owners, in good standing, who own water rights or <br />own or lease shares in the Silt Water Conservancy District and whose properties are located in <br />the service area of the ditch. <br /> <br />Copies of the Silt Water Conservancy District articles of incorporation and by-laws are included <br />in Appendix A, A short history of the Silt Water Conservancy District is found in Appendix B. <br /> <br />Silt Water Conservancy District <br />Silt Diversion Project Feasibility Study <br />January 2000 <br /> <br />Page 6 of 15 <br />
