.

.

.

Economic Analysis

The economic benefit ofthe project is considerable, The new diversion is expected to improve
the District's ability to control water diverted from the Colorado River, and reduce the cost of
maintenance by $5,000 annually, It will also insure a better water source for the 6591 acres that
the water irrigates,

Social and Physical Impacts

The project will have no significant social impacts, since it will assure the continued operation of
a currently existing irrigation system, The project will have significant beneficial physical
impacts, once construction is complete, The diversion will reduce the environmental disturbance
in the Colorado River caused by annual maintenance to the existing gravel diversion structure,
The diversion will reduce erosion, increase river stability, improve aquatic habitat, and increase
riverbank vegetation,

Conclusions

I, The Silt Water Conservancy District is an incorporated entity in the State of Colorado with
the ability to enter into a contract with the CWCB for the purpose of obtaining a Construction
Fund loan.

2, Rights-of Way easements are adequate for the construction of this project.

3, The project would result in the placement of a water conduit and provide for the continued
delivery of irrigation water to share holders,

4, The total estimated cost of the project is $164,400 and this will be financed, in part, by in
house financing, loans and in-kind services. The Silt Water Conservancy District is applying
for a $100,000 loan from the CWCB Construction Fund for the amount not covered by in-
house financing and in-kind services,

5, The project appears to be technically and financially feasible,

Silt Water Conservancy District
Silt Diversion Project Feasibility Study
January 2000
