Box 368 <br />Hotchkiss, Colorado 81419 <br /> <br />Gentlemen: <br /> <br />March 15, 1976 <br /> <br />LETTER OF TRANSMITTAL <br /> <br />The Water Supply Master Plan Report for the Town of Hotchkiss is attached. <br />The Master Plan implementation has been divided into three phases represent- <br />ing population levels of 1,000, 1,500, and 2,500 people respectively. The <br />municipal water system presently serves approximately 950 people. Phase I <br />is based upon a no-growth condition. <br /> <br />:. <br /> <br />The Master Plan contemplates providing the Town Council wIth maximum flex- <br />ibility in implementation of the program by not tieing the improvements to <br />specific years. Therefore, if growth does not occur, the capital expendi- <br />tures made during the Phase I construction program will not result in any <br />wasted capital. Furthermore, existing residents will not pay for future <br />growth which does not materialize. The same philosophy is utilized in Phase <br />II and Phase III. <br /> <br />, <br /> <br />The financial program which is presented in Chapter VI I I of this Report con- <br />templates a loan-grant pro9ram via the Farmers Home Administration of the <br />U.S. Government. We have made initial contacts with this agency and it has <br />been concluded by them that this report is necessary prior to any further <br />detailed consideration of financial assistance. <br /> <br />We want to call to your attention that this report has been undertaken in co- <br />operation with the State of Colorado through the Colorado Water Conservation <br />Board. The financial program contemplates financial assistance from the State <br />of Colorado for Phase I I of the facilities construction program. Phase I I <br />would not be undertaken until a level of growth in Hotchkiss to approximately <br />1,500 was clearly indicated.
