<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />A second run ofthe model involved utilizing all Water available for storage under the water rights, <br />and concluded Morrison could support 1,475 ~QR if Cooley Reservoir is expanded to provide <br />Morrison with 600 acre-feet or more of storage. Expansion of storage at the Cooley site is <br />expected with further mining at the quarry site, and the Agreement identifies this future additional <br />storage as Reservoir Site II. This second reservoir site will have a capacity of 2,000 to 3,000 <br />acre-feet according the Agreement (Paragraph 4.1). Since essentially "unlimited" storage is <br />expected to be available at the Cooley site, thi~ Master Plan bases the ultimate development of <br />Morrison at 1.475 EQR. <br /> <br />A third trial run was performed with the m()del with the implementation of lawn watering <br />restrictions during critical dry periods. With a 15% reduction in outdoor wateril1g, Morrison could <br />likely sustain an additional 135 EQR with unlimited storage. However, Morrison should maintain <br />some margin of safety, and it is recommended to limit the ultimate growth to a level sustainable <br />without conservation measures factored into the analysis. <br /> <br />If the Red Rock:s Center area develops, and bElcomes a Morrison water customer, the capability <br />of the Morrison water system could be increaliled to serve additional taps through: <br /> <br />. Acquiring some water rights owned by the Mt. Carbon District. <br />. Requiring the area to construct a dual irrigation water system which would use treated <br />wastewater from the nearby Morrison WWTP as a source. It is noted that this would <br />require Morrison to return to water COlJrt. <br /> <br />Note also that the Cooley annexation agreemElnt recognizes the possibility that additional water <br />rights can be furnished to Morrison for devEllopment of the Cooley parcels. The additional <br />amounts of water available cannot be accurately quantified at this time. However, the potential <br />indicates the desirability of conservatively sizing proposed facilities. <br /> <br />Development Priority <br />Given an ultimate level of development of 1,475 EQR, or an equivalent population of 4,425 <br />people, (commercial development is included in the EQR figure so the actual number of <br />permanent residents at full build-out will be less), Morrison must prioritize the areas where water <br />will be made available for growth. Based on a Town Board/staff work session consensus, the <br />following is a summary of prioritized development proposed for Morrison: <br /> <br />1.
