As development upstream increases, it is obvious that the ratio of virgin water in <br />Bear Creek will be lower. The proposed additional raw water storage reservoir could reduce <br />resulting water quality problems by supplying good quality water from storage for treatment <br />during periods of low flow when water in Bear Creek is at its poorest quality. Ideally the storage <br />reservoir should be filled during the spring or other high runoff periods - when the stream water <br />quality is at its best. At full build out, however, Morrison must utilize its water rights to their <br />fullest extent, when in priority, therefore, diversions from Bear Creek must eventually occur <br />throughout the year. Additionally, the reservoir would improve water quality by providing <br />maturation type treatment. However, as residents have noticed by the use of the Morrison <br />Operating Reservoir, algae growth in a reservoir can affect the taste of the water. <br /> <br />The approach used in developing the Master Plan has been to segregate the facilities into <br />functional subsystems (to facilitate understanding and analysis) - then to formulate alternate <br />plans; analyze and compare the alternatives; both as to cost and comparability with overall water <br />system goals; and then to select the optimum design. The Morrison system has been analyzed <br />using a breakdown into four subsystems. These are: <br /> <br />1. Water Source: This subsystem is mostly fixed, consisting of the present Town water <br />rights, augmentation plans, with Cooley Reservoir assumed as the primary storage. <br /> <br />2. Raw Water Deljverv: This is the system that will deliver diverted flow from Bear Creek <br />to either Cooley Reservoir or the water treatment plant. <br /> <br />3. Water Treatment: Planning involves location, sizing, and processes. <br /> <br />4. Distribution Svstem: This includes finished water transmission mains, storage tanks, <br />booster stations, and pressure zone design. Local or "retail" water distribution lines in <br />subdivisions are not addressed in this Master Plan. <br /> <br />STUDY AREA <br /> <br />The Morrison municipal water system currently serves approximately 500 residents in an 820- <br />acre area. The population within the Town has remained nearly constant for the last two <br />decades at 400 to 500 people. Negotiations were initiated in 1982 to expand municipal water <br />service to an 800-acre development east of Town, known as Red Rocks Center and Red Rocks <br />Business Park. Negotiations are presently underway for an annexation of 110 acres south of <br />Town, including some limited provisions for utility service.
